Annual property assessment is typically a market value assessment, which is an estimate of the price your property may have sold for on the open market as of July 1 of the previous year. Assessed values reflect the physical condition of the property as of December 31 of the previous year. Market value assessments are calculated by using mass appraisal techniques that determine property values by grouping similar properties as of a specific date.
Property assessment in Alberta is highly regulated and conducted by experienced, certified assessors. The Town of Rocky Mountain House contracts Accurate Assessment Group LTD. to prepare the assessment on its behalf.
Each year, Alberta municipalities are required by provincial law to establish assessment values for taxation purposes.
Your Property Assessment Notice is not your tax bill. Your property's assessed value will be used to calculate the annual taxes on that property. Property assessment ensures owners of properties with similar market values pay similar amounts in property tax.
Assessment Notices are mailed by the end of February, and owners have 60 days to review the assessment. The dates are outlined on the notice.
The 60-day appeal window is the only opportunity to review and ensure the fairness of your market value property assessment. You cannot appeal your property taxes; you may only appeal your assessment. Your property may be re-assessed at a higher or lower value, and your final assessment will determine your Property Tax Notice.

How your assessment is regulated by the Province of Alberta
The Provincial of Alberta sets the legislative framework for property assessment in Alberta through the Municipal Government Act. In compliance with this legislation, the Town of Rocky Mountain House delegates an assessor to prepare assessments annually. This assessor ensures that the assessment complies with the Standard of Assessment Regulation as set out in the Municipal Government Act. The Audit Branch of Alberta Municipal Affairs monitors assessments to ensure assessors have applied legislation properly and that assessments are prepared using the same value standards for all properties and that the resulting assessments are fair and equitable. The Town of Rocky Mountain House and Province of Alberta use these values when they each calculate the municipal and education portions of the total property tax levy.

What should I do if I do not agree with my property assessment?

If you are still not happy with your property assessment, you can file a formal appeal within the 60-day appeal window.
Filing an assessment complaint
If you do not agree with the assessed value of your property, there is a legislated appeal process.
The first step is to contact either the Town's Property Tax Coordinator or the Assessor. They will review your assessment with you and explain the changes.
If you are still not happy, you can file a formal appeal. Formal cases are heard by the Central Alberta Regional Assessment Appeal Board, based in Red Deer. The adjudicators will listen to both sides and then make a decision regarding the assessment.
The cost to file a residential appeal is $50, non-residential appeal is $250. Forms and fees must be filed at the Town Office (5116-50 Ave).

Please remember even if you file an appeal, you must still pay your taxes. If your payment is not made by the due date, you will be charged late penalties.
If your appeal results in a lower assessed value of your property, a refund of the difference owing will be issued to you as soon as possible.
If your appeal results in an increased assessed property value, you will have 30 days from the date of the appeal board's decision to pay any outstanding amount owing.

Tax rates are set annually by Town Council in May, after assessment notices are sent, once the Town's operating budget is approved and the requisitions from Alberta Education and Rocky Senior Housing Council have been received. Visit Property Taxes to learn more about the current year's tax rate.
Annual Property Tax Notices are mailed in early June with payment due on July 31.
